Two co-authors served as the primary coders for this project. These individuals worked separately to code every resolution before comparing notes, with conflicts reconciled via discussion with the remaining authors. Prior to coding, the authors assembled a list of topics from session 45; this list was revised as necessary over the first ten years of coding and previous entries were recoded as applicable. Overall, intercoder reliability was approximately 93%. Because target countries were added much later in the process, each coder read each resolution at least twice to confirm relevant data.
